Inter-regional cooperation


Trade economic and cultural contacts of Krasnodar Region with subjects of the Russian Federation in 2008 were defined by a positive dynamic of socio-economic development in our region. The trade turnover of the Kuban with regions within Russia increases annually, and according to data from the territorial organ of the Federal State Statistics Service for Krasnodar Region in 2004 it totalled 97.7 billion rubles, in 2005 it was 132.0 billion rubles, in 2006 160.0 billion rubles, and in 2007 was already 189.5 billion rubles. The largest volume of exports traditionally takes place in the Central Federal District of the Russian Federation, and in 2007 it grew by 45 billion rubles.

At the current time the Administration of the Region has signed approximately 70 agreements with regions within the Russian Federation, and with seven of these plans and protocols of events for executing the main provisions of the agreements have been signed. At approval stage are agreements and plans of events with Leningrad, Nizhnegorod, Amur and Irkutsk Regions. In 2008 four protocols were signed on joint activity, with Krasnoyarsk, Rostov, Samarsk and Chelyabinsk Regions. At the current time work is being carried out on collecting information on execution of previously concluded protocols. The Department of External Economic Activity is carrying out realisation and renewal of the existing base of agreements on trade economic, scientific technical, social and cultural cooperation by the Region with other regions. Jointly with specialised organs of executive power and local authorities in Krasnodar Region, active work is in progress on developing new plans and protocols, and also previously concluded plans and protocols are being carried out. Execution of events drawn up on the basis of concrete proposals by the organs of power of the parties leads to increases in trade turnover and development of new forms of cooperation. At the same time development of the Region's relations with other regions in the Russian Federation not only in the economy, but also in health care, culture, education, the media, and youth policy, are being examined.

On the basis of information provided by the local authorities of the Region the Department of External Economic Activity has formed a data base of Kuban business-producers of goods and services interested in developing international cooperation called Catalogue of Competitive Producers of the Kuban and placed it on the official site of the Department of External Economic Activity in the International Cooperation section.

Kuban delegations, which include heads of organs of executive power and local authorities, have represented business in Krasnodar Region, and traditionally have taken part in the work of economic forums in St Petersburg and Krasnoyarsk. In addition, delegations from 54 subjects of the Russian Federation, 33 of which were led by Heads of regions, took part in the work of the VII Sochi International Investment Forum, which took place from 18 to 20 September 2008. Twelve Russian regions at the Forum concluded 66 agreements to a value of 328 billion rubles.

Within the framework of the existing agreements in Krasnodar Region there are representations of four republics of the Russian Federation in operation: Adigeya, Dagestan, Bashkortostan, and North Ossetia-Alana. The question of opening representations and Krasnodar Region trading houses in the regions is being examined, as are similar organisations within the Region. Thus in 2008 in Krasnodar a representation of Chetra-Promishlennie Mashini company from the Chuvashskaya Republic was registered with the aim of establishing business contacts and possible cooperation on questions of realising equipment for industrial production in the Kuban. In 2009 the Minplita company from Chelyabinsk Region opened its own trade representation in Krasnodar with the same aims.
